Kasarani technical and vocational college is a government middle level learning institution. It is located 1.44 Km from Kamulu shopping Centre off Kangundo road, Kasarani Constituency, Nairobi County.

JOB AND APPOINTMENT SPECIFICATION

I. FINANCE OFFICER , JOB GROUP “K”

DUTIES AND RESPONSIBILITIES

a) Be in charge of the finance and accounts department.

b) Verify vouchers and committal documents in accordance to the set requirements and guidelines to ensure compliance

c) Prepare information to banks on all the college’s payments to ensure the banks discharge funds as appropriate to correct bank account

d) Account for all expenditure and ensure that it is within the policies and procedures of the college to provide transparency and integrity in the process.

e) Prepare information on payment claims to ensure approval is supported by relevant documentation to enhance integrity, efficiency and effectiveness in the payment process

f) Provide reports on the college’s budget performance to ensure gaps in performance are identified and appropriate strategies developed and implemented in a proactive manner.

g) Produce periodic cash flow and forecasting reports to advice on the availability of funds critical for the implementation of the college budget

h) Prepare accurate year-end financial statements to assist with the preparation of financial statements, and with planning for resources

i) Process staff payments in a timely manner and in line with the college’s policies and

 procedures, to ensure minimal disruptions of its operations due to non- payment

j) Ensure that the procurement plan is in line with the organizational budget.

k) Ensure accurate preparation of financial statements, and liase with both internal and external auditors to ensure compliance of the IPSAS accounting standard and procedures are adhere to.

l) Any other related duties assigned by the Principal.

REQUIREMENTS FOR THE POST

  1. A bachelor’s degree in any of the following fields: Finance, Accounts or any other related field from a recognized Institution.

  2. Certified Public Accountant CPA (K) and Member of Institute of Certified Public Accountants of Kenya (ICPAK)

  3. At least THREE (3) years’ experience in a similar position.

  4. Proficiency in computer accounting packages

  5. Knowledge of financial reporting guidelines in the public sector (IPSAS)

  6. Knowledge of relevant legislation

  7. Successful candidates shall be subjected to chapter six of the constitution

  8. A Masters Degree in any of the following fields: Finance, Accounts or related field from a recognized Institution will be an added advantage.

2.  INTERNAL AUDITOR JOB GROUP “K’’

     DUTIES AND RESPONSIBILITIES

  1. Be in charge of the internal audit and work with the external auditors.

  2. Participating in audit checks, verification of payments to enhance validity and accuracy and compliance with applicable standands and regulations;

  • Ensuring that accounting procedures for the college are adhered to and make best –practices recommendations to the management.

  1. Undertaking specific audit assignments and prepare detailed audit observations and reports;

  2. Carrying out a review of accounting, financial and budgetary

  3. Setting up and evaluate the internal controls and make recommendation to the BOG audit committee and

  • Any other related duties assigned by the Board/Principal.

REQUIREMENTS FOR THE POST

  1. A bachelor’s degree in any of the following fields: Finance, Accounts, Internal Audit or any other related field from a recognized Institution.

  2. Certified Public Accountant CPA (K) and Member of Institute of Certified Public Accountants of Kenya (ICPAK) or Institute of Certified Internal Auditors (CIA)

  3. At least THREE (3) years’ experience in a similar position.

  4. Proficiency in computer accounting packages

  5. Knowledge of financial reporting guidelines in the public sector

  6. Knowledge of relevant legislation.

  1. ICT TECHNICIAN JOB GROUP “H’’

          DUTIES AND RESPONSIBILITIES

  1. Installing and configuring hardware and software components to ensure usability at the college;

  2. Upgrading the entire systems to enable compatible software on all computers

  • Installing and upgrading anti-virus software to ensure security at the user level

  1. Performing tests and evaluations of new software and hardware

  2. Conducting daily back up operations.

  3. Managing technical documentation

  • Ensure proper preparations of all practical classes and examinations.

  • Inspection and certification of new computers, UPS, PRINTERS and any ICT peripherals

  1. Networking, internet set up, configuration and troubleshooting of the local area network.

  2. Perform any other related duties assigned by the HOD ICT

REQUIREMENTS FOR THE POST

  1. A diploma in ICT, BIS, IT or any other related equivalent qualifications from a recognized institution. 

  2. KCSE (C Plain) or above

  3. At least ONE (1) years’ working experience

  4. Excellent written and verbal communication skill

  5. Proficient in database programming, web design and software installation

  1. ELECTRICAL TECHNICIAN JOB GROUP “F’’

           DUTIES AND RESPONSIBILITIES

  1. Preparation and updating of Electrical drawings during ongoing remodeling and renovations

  2. Ensure proper preparations of all practical classes and coordinate both internal and KNEC

  • Provide technical support for electrical systems and equipment throughout the College as assigned including scheduled and unscheduled maintenance;

  1. Tools & Equipment control: Ensure all tools, equipment and appliances are available.

  2. In consultation with the HOD, create schedules, conduct tests and document results according to established standards.

  3. Provide specific advisory/attendance to consultants and procurement teams on new applicable trends and compatibility of systems within the college.

  • Promptly respond to system/equipment Breakdown Maintenance (BDM) and ensure timely completion of Preventive Maintenance (PPM) for electrical system/equipment

       as per the established procedures.

  • Liaise between College and service/maintenance contractors/teams

  1. Liaise with user Departments for maintenance activities and report to supervisor on issues arising.

  2. Participate in electrical quality assurance and Control audits.

  3. Coordinate and/or participate in requests for special projects, such as new systems/equipment acquisition purchase planning, development of bid specifications, etc.

  • In consultation with the HOD, develop with the supervisor Preventative Maintenance schedules and guidelines;

  • Perform incident investigation and system/equipment performance analysis as required.

  • In consultation with the HOD, develop or review emergency and safety plans related to the use and operation of electrical systems/equipment.

REQUIREMENTS FOR THE POST

  1. At least  a certificate in Electrical  Engineering (Power option) or equivalent qualification from a recognized institution and a final certificate from the national examining body (KNEC or NITA TRADE TEST 1 )

  2. At least one years of experience in a similar position.

  3. Must be a holder of KCSE certificate with Physics as a subject

  4. Proficiency in computer application skills.

  5. Competent in technical operation and maintenance of HV/LV distribution, switchgear and controls, PLC’S, generators, Motors and the current devices in the industry

  6. Excellent communication and interpersonal skills, high integrity and reliable;

  7. Very good analytical and organizational skills as well as excellent in documentation and generation of reports.

  8. Ability to work long hours with minimal supervision, has initiative and is proactive

  9. Capacity to manage several tasks and requests simultaneously

  10. ERC/EPRA license will be and added advantage.

  1. LIBRARY ASSISTANT JOB GROUP “F”

             DUTIES AND RESPONSIBILITIES

  1. Accessioning, cataloguing and classification of library materials.

  2. Undertake library statistics and stock taking.

  • Loan (checkout) library resource materials such as books and DVDs to patrons and collect the returned materials.

  1. Organize, sort and returned items such as periodicals, books and DVDs.

  2. Teach users how to use the library resources for instance retrieve information resources for users.

  3. Perform routine tasks such as answering daily queries and organizing files.

  • Use and maintain computer library database to help locate library materials.

  • Help plan and participate in special library events such library exhibitions, user studies and other specialized projects.

  1. Identifying and utilizing hard copy and e-library resources.

  2. Filing, typing, word processing, photocopying and mailing library materials.

REQUIREMENTS FOR THE POST

  1. Kenya Certificate of Secondary Examination (KCSE) mean grade C-or recognized equivalent qualification with at least a D in either Mathematics, English or Kiswahili;

  2. Certificate in Library Studies or Information Science or their recognized equivalent qualification from a recognized Institution;

  3. Certificate in Computer application skills

  1. WELDING AND FABRICATION TECHNICIAN JOB GROUP “F’’

            DUTIES AND RESPONSIBILITIES

  • Carry out welding & fabrication activities;

  • Carry out welding & fabrication inventory management;

  • Knowledge of the welding and fabrication tools;

  • Understanding of the welding and fabrication practicals;

  • Fill work orders as per assigned tasks;

  • Work in conjunction with other section to accomplish assigned duties;

  • Makes decisions using standard operating procedures;

  • Ignite torches or start power supply and strike arcs by touching electrodes to metal being welded, completing electrical circuits.

  • Detect faulty operation of equipment or defective materials that need welding and notify supervisor.

REQUIREMENTS FOR THE POST

  • Craft Certificate in welding, Mechanical Engineering or its equivalent from a recognized technical institution;

  • Kenya Certificate of Secondary Examination (KCSE) mean grade D+ or recognized equivalent qualification with at least a D in either Mathematics, English or Kiswahili;

  • Occupational Health and Safety knowledge;

  • 1 years of experience in mechanical engineering, preferable a college;

  • Must be a person who can work with minimum supervision, high integrity, possesses good interpersonal and communication skill;

  • Should have computer skills and be proficient in use of Microsoft Office;

  • Fabrication, welding, plumbing, fitting and lathe operation skills will be an added advantage.

OTHER KEY REQUIREMENTS

Successful candidates in the interviews will be required to present and satisfy the requirement of Chapter Six of the Constitution of Kenya 2010 by providing original copies of the following documents as an employment condition:

  1. a) A certificate of Good Conduct from the Directorate of Criminal Investigations (DCI);

  2. b) A Clearance Certificate from the Higher Education Loans Board (HELB)

  3. c) A Tax Compliance Certificate from the Kenya Revenue Authority (KRA)

  4. d) Clearance certificates from the Ethics and Anti-Corruption Commission (EACC).
